If you write just "Hello Dave" as this band does, it could be someone's nickname (perhaps because his name is Dave and he says hello in an amusing or unusual fashion). That person, named Hello Dave, would definitely be in charge, whichever one he is. In that case, I'd have called the band Hello Dave and the Goodbyes.

But maybe, just maybe, they really are saying hello to someone named Dave and wanted to avoid the confusion that punctuation in band names can cause (e.g., Panic! at the Disco, who became Panic at the Disco, and then went back to Panic! at the Disco about a year later after band members started leaving). Maybe they're even saying hello to someone named Dave Zappa (Frank's brother?).

No matter which way you slice it, the guy in the Zappa shirt is in charge, whether his name is Hello Dave, or he's saying hello to Dave (Zappa?).
